How to read this diagram

Each band is a money flow, sized in proportion to dollars. The left side shows where federal money comes from — individual income taxes, payroll taxes, corporate taxes, other receipts, and borrowing. The right side shows where it goes. Because Washington spent about $1.83 trillion more than it collected in FY2024, borrowing is itself one of the largest "revenue" streams.

Key takeaways from FY2024

What counts as "mandatory" vs "discretionary"?

Most of the budget is mandatory spending — programs like Social Security and Medicare that pay out automatically under existing law. Only about a quarter of spending is discretionary, meaning Congress votes on it each year; defense is the largest discretionary item. Net interest is neither — it's simply the cost of servicing past deficits.
